​Being a small business owner myself I understand the struggle to put together acceptable safety and training plans when bidding projects. Even more nerve racking is submitting those plans to an owner, general contractor, or even more importantly,  trying to submit plans to the government, specifically a contracting officer (CO) or contracting officers rep (COR). I was a government COR for 4 years with DESC/DLA in Ft. Belfor, Virginia. I received those plans, securitized them and rejected them on a daily basis. I understand where the government is coming from. Getting submittals approved by the government's guidelines is a usually a bad dream at best and a nightmare at worse, and in reality is so complicated because of all the government regulations and guidelines. As small business owners, none of us can know everything the government is looking for. Even when its in black and white, it sometimes depends on the reviewer and their interpretation of a guideline, i.e. did your plan meet the meaning of the rule?. As a prior COR, even I don't know what to expect sometimes. But, I know where they are coming from. I can help you write those plans. I have extensive knowledge in the CFR 29 1910 (General Industry) and the 1926 (Construction). But what I also have is extensive inside and outside knowledge with the EM385-1-1. I base all plan writing on the EM385 first. If you get a plan through the EM385 and the government process, it will fly through most anywhere with minor tweeks and adjustments.
